He got 28 votes, one short of the 29 obtained by Souleiman Hassan Waberi of Djibouti, the fifth person who got into the FIFA Council.
He lost the election which was held during the Confederation of African Football (CAF) Extraordinary General Assembly on Wednesday.
Pinnick was considered a strong contender to remain on the FIFA Council but fell short in the final tally.
